The closest interpretation of this song to me is,of a girl being raped. The composer has created the whole scene of how two lovers are being followed by people of the city, because they want to rape the girl. The lyrics portray their escape from them.

"Make haste, the light is fading The traders turn the sign The clouds are lost to darkness The bars they spring to life " -its getting dark. The two lovers are fleeing away from the people following them.

"You never loved this city But angel, it loves you Your smile, a roman candle Your eyes are Prussian blue -The lover tells how beautiful she is

"Beware, the crack of lightning Three miles but drawing near The first rain blacks the pavement The birds, they disappear" -end.The people have caught them. Everything around is dark, there's no-one to help them and they'r all alone..

"Below, the rush of gutter Above, a silhouette" -pretty much explains everything

I just love the play of music in the song. It creates a whole melancholic environment,so naturally.
