It's about being stuck in a dead end town with no real future, scratching lottery tickets with the hope you'll win and be able to leave, taking drugs (whippits are the canisters of Nitrous Oxide in whipped cream cans, lots of people suck the gas out of the cans to get a buzz) & generally just growing to accept your own mediocrity.
It's quite a bleak song (the whole album is) but very easy to relate to, I know this album helped me through my teenage years.
