"Yeah I'm talking to you" seems to be addressing the person she is with but he is telling him he wants her. At "nighttime" she is free to let go without her current man stopping her, probably dancing, being free etc.

"With eyes that dance around without their clothes" her eyes are naked, he can see how she really feels about him, she keeps looking at him and he is confident he has her in his sights "So buy a pretty dress/Wear it out tonight/For anyone you think could out do me."

he is a map that need places of interest added. he needs her to spice him up, make him come alive. "And I'm further north than south" suggests hes doesnt feel like he belongs where he is, comparing where he is to where he belongs.

"If I could shut my mouth she'd probably like this" wants him to stop talking and just dance and let it flow. my first thought for winding wheel is a cog in a machine, it powers or aids the machine (him).

"Well the children laugh and sing a song that ushers in her driving rain" the children singing along spurs on her energy/passion to dance. "And I'm standing in the station like some old record waiting on a train" hes waiting for her to 'play' him again like a record, simply waiting on her to bring him alive
