Generally, songs about rain refer to tears falling, or crying. I don't believe this one is outside of that. However, I have a bit of a "twist", and see a Biblical interpretation. The line "Got a line straight from my heart

Before the flood and time was through" could be interpreted as our connection with God, which was severed via the original sin, and leading up to the Great Flood of Noah. We go through life trying to reconnect, but are continuously reminded of why we were disconnected. "Will our child cry for me
When he hears the dragon's flame" implicates the second coming of Christ, and the question of whether or not we are personally worthy of redemption.
