The song's meaning is obvious. People think they can run and hide from their destiny, but the speaker knows there is some good human spirit buried under all that resentment and self loathing.
You can't begin to love others, until you learn to love yourself. It's a timeless message that has been preached since the days of Jesus, even before that. There is nothing more true than love.
I must say though, I believe the correct lyrics for that last line is "Though your heart is an answer."
