I think it's about trying to approach someone that's very difficult for you to love.
Tourism was my first CD purchase ever, but it's only now, 20 years later, that I began to wonder if this "Queen of Rain" person is actually the same character that appeared in "The Rain". It may have been from different times of her life (with Queen of Rain being older), or it simply may have been the same story told from his & her points of view, like Cinnamon Street versus 2 Cinnamon Street.
If you consider the words of "The Rain" she was too caught up in her own sadness/grief to love "him". In this song it's probably gotten worse: her protection mechanism is a house with 50 bedrooms. The narrator is someone trying to make her realize there's a time in life for tender things like...love.
"dream about the sun you queen of rain" is really in a "come on! dream about the sun, you queen of rain!" tone :P
