Though I know the song is about the Victory lawsuit but I enjoy listening to it with a certain romantic appeal. The document in this case would be divorce papers and when he says "three little words" he could be talking about somebody saying "I love you" or even "I hate you". This setting makes more sense with the broken home line. However, this is just my interpretation.
