I think that if anything, Phil is speaking out against the legalization of drugs. Notice how at the end of the song he states that you will have no choice but to legalize, due to the fact that the influence of the drug pushers will be so pervasive that they will have succeeded in legitimizing the whole lifestyle.

My Interpretation

This song was from the Album Far beyond driven which was released way back in 1994. During that time the US core issue was infiltration of drugs... but the society has accepted and embraced it, it was eminent even at that time it will happen and look at now the system against it collapsed, and they ended up legalizing the drugs. It was basically taunt to America itself being stronger than all, Phil here shows who actually here that is stronger.

@jlord37 Possibly, as Phil is a recovering heroin addict, and may be warning others of the destructive nature of drug addiction.

However, I interpreted "a simple process to legalize" as being that the simple solution to the drug/opioid epidemic is legalization, as several European nations have done recently and have seen overdose and HIV infection rates drop drastically. There's obviously at work than simply decriminalizing drugs though, including drug policy reform, etc.
