This is actually the story of a ghost, perhaps a lover or mother, speaking from beyond the grave about her loved one or baby.

"I live between concrete walls" : the nature of a ghost, living between and inside walls, roaming repeatedly in places where a tragedy occurred.

"When I took her up she was so warm / In my arms she was so warm" : Recollecting the life of the living, this ghost can no longer feel and she remembers what it was like touch her perhaps still living child or loved one.

"Eyes are open the mouth cries" : Suffering / loss. There's an inversion here of the mouth and eyes' purpose. This would seem to back up the non-function of a ghost's external senses, physical organs that used to work and no longer do.

"Haven't slept since summer" : I believe this is the biggest hint of a ghost perspective, as earth trapped ghosts are believed to never sleep, and only roam continually.

"Oh, how I try, I leave the TV on and the radio" : This is a desperate attempt to communicate with the physical world, and very creepy when you see it from a ghost's perspective. Poltergeists are often described as having the ability to control electrical devices.
