I think this song maybe to do with Morrissey's attitude to relationships and love - and his apparent decision to abstain from them. He's found that 'outside there is a pain' outside being symbolic of the 'normal life' where people fall in love, only to find pain and rejection. 'Emotional air raids exhausted my heart, and it's safer to be inside' - falling in love has proved to be traumatic, and despite the inevitable isolatin and loneliness of being forever alone, it's safer. Everybody's got somebody, ooh no not me So I'm changing my plea to guilty.
