I've never felt like Juliana Hatfield's lyrics were on par with her music (compare the lyrics of "For the Birds" with the complex melodies of the music), but I think this song is a home run. The entire album is about relationships, and this song is no different, describing someone who has remained in a relationship just a little too long.
The metaphor she uses in this song describes someone who stays in a bar until closing time - the Star Spangled Banner is playing on the TV (kids may not pick up on that since cable TV is now 24x7), the "buds dried up" refers to empty Budweiser beer bottles that are being cleaned up. She then transitions this into her failed relationship.
