I'm still mulling over what this song means so I thought I'd put down the pieces I think I understand and see if anyone else can bridge the gaps.
San Francisco is most likely a reference to drugs because of the drug culture there in the 60's. The line "where the forest meets the bridge" probably symbolizes the drugs high (forest) vs. the rooted creative mind that bridges the trip to society/everyday life, or in other words the spot they're referring to would represent a controlled trip. If that was the case, falling into the well would symbolize getting lost in the trip/ one's self.
I don't know what the solider part refers too, possibly someone they know who had an addiction and is now fighting it? Or someone who doesn't get lost in trip (on a hill - high, against the wind - not getting lost in it).
I believe "you swimming up tide or just tuning in radio stations" is referring to someone opposite to the soldier (as above) who is stationary at the moment and just enjoying where they are, since up tide would make one stationary.
"I left my love in San Francisco" would mean, if the above is correct, that the subject of the song has left those specific drug trips behind (LSD maybe, seeing as it is San Francisco). Bored would back this up. The born in LA part could just mean that they were raised to be a less unrooted person (since it represents a city, which is the opposite of natural and wild).
The jesus hill part I'm not too sure about. But the verse...

Seems to say the narrator hopes they keep their future ways up (no hard drugs) but they crave to get high again. The second last line might be referring to the "eyes of the drug" or the hallucinations/conciousness expansion, and how enjoyable/relaxing it is. And the sun part just once again is saying that they want to reach a great high.
That pretty much sums up as much as I think I know about this song. Any additional insight would be great (as would criticism to this post).
All and all this song is amazing and I hope Foxygen keeps up the awesome work!
I'm not sure why you're trying to breathe things into it. I think all the words are to be taken literally. Especially the part about where the forest meets the bridge... That is literally describing the geography of San Francisco. Lands End and The Presidio are both large areas of forest that meet you when you arrive on the Golden Gate Bridge. lol where the forest meets the bridge..pretty obvious

It is about conscious evolution; which is, indeed aided by psilocybin mushrooms, since they effect synesthesia...dissolving one's own cognitive dissonance. Reread the lyrics and I think you'll find that this hypothesis fits with astonishing clarity...the video also supports this interreflection meme.
