It's obviously about love, but to dissect some of the more metaphorical meanings:
When the moon hits your eye (blinding you) - that's love, because love is blind.
When the world seems to shine like you've had too much wine - that's love, because love is intoxicating and best done drunk.
When the stars make you drool just like a pasta fazool - that's love, because you're looking upwards and drooling like a retard and love is foolish.
