I noticed the similarities to Cyndi Lauper's "Time After Time" too... it helps that it has the line "time after time" in the song.
To me this song is about a guy who is in love with a girl that is unavailable. They get to share fleeting moments together and have a connection that reminds him of the feelings of excitement he had when he first fell in love as a youngster. He also sees such long term potential that it reminds him of his parents' relationship. When they do get to see each other it's intense and magical, but in those times he can only wish for her to open up and let it happen... unfortunately she is not willing to leave the relationship she's in. Even still, he's decided that the love they feel in those brief moments is worth waiting for.
