Is there anywhere that you can find a little balance between Small cell prisoner and motor boat madness?

I think this bit's about either bucking societal expectations and risking alienation or conforming to them and letting your life be definied by societies rules but experiencing the benefits that come with going with the flow. And like that Atmosphere song, people just are "Trying to Find a Balance" between runaway-mad fighting and submissive acceptance of life and societies imposition.

I hope thats okay interpretation (hope it makes sense).

My Interpretation

also I think the line nobody's a big fish in a small tank is saying that when people are one on one, it doesn't matter how important either one is because they are both human and 99% equal [when they meet].
