Al Jourgenson is an outcast in society, the title is a reference to his contradictory beliefs and also stating that "they" (i.e. christians, hindus, george bush, society and religion in total) are the real ones that should be branded as outcasts. The titles of Christian, etc.. are actually their "badges of shame."
And yes, this is one of their best, along with Psalm 69, Thieves, and Filth Pig, in my opinion.
