The name Rusty James is the main Character of the story, played by matt Dillon. This song really runs parallel with that story because Rusty james' brother used to be the president of his local gang, and Rusty James thought gangs really meant something back then but he learns gangs really weren't anything and while he wants to be just like his brother, he doesn't have the brains to be a gang president. he'd only be the second lieutenant.
