I feel like this is sorta of a Sodom and Gomorrah meaning. Maybe not literally a post apocalypse setting. It hasn't happened yet, but being that Miami is the way it is, it must face the consequences. Maybe even along with the "empire". I say this given her religious background and maybe not being from the US makes it easy to recognize the least good side of Miami. Like it's just a distant place.
