"I don't ever care to rise to power" could refer to ambitions in war or ambitions that men have in general. "I would rather be with you an hour" could have reflected on the times and how the future was a bit uncertain. Think about the other line here clearly a reference to war --> "I don't want to set the world on fire." It has the double meaning of course that I don't need everyone to love me. So, I think the meaning has all the meanings you suggest such as men's ambitions and riches versus the power of love. But, given the history, there is a double meaning reference to men's ambitions and violence and war versus innocent love.
