It's not unusual to reflect sometimes and have feelings of remorse or regret for times and events gone by. I think the song is about being overly pensive and Weller is making a metaphoric comparison to a diver who gets caught up looking for answer perhaps to his life by going through old material on the bottom of the ocean which is really of no use and is all rotten and useless and would be better off to be back in the real world, on the surface, and moving forward with our lives. A lot of it has to do with feeling sorry for ourselves and being caught up in sadness and not looking at the bigger picture for our lives and being of more help to those we love around us. Although, I do feel drawn to this song and see my self relating to it.

@fil111 love your view of the song. It's a song I turn too when I'm feeling down. For me it's about diving deep into a depression or a bad place in general. And slowly being able to come to the surface and see that everything isn't as bad as it can be. Either way. It's still a beautiful fuckin song. It gives me goosebumps every time.
