To me, this song (including my interpretation of the video) is about maybe someone Adam loves who's parents died as a child and someone (it could be a foster father, god father, uncle, etc.) molested her. When she got older, she used drugs (probably trying to commit suicide) and ended up in rehab/mental institution. The song title, "Never Too Late", referring to the idea that it's never too late to change or turn your life around.
