Milton Keynes is a city created by the government of the time as a satellite city to London for people to commute to and from work. It was a "planned" city which was generally thought to lack a soul. During the 1980s it had one of the highest youth suicide rates in the Uk hence the comment about "may I slash my wrists tonight." It was a condemnation of the Tory polices of the day. All very nice on the outside but it hid a very dark underbelly. The idea of the upbeat music was ironic.
