14 Years old when I first heard this song in 1988 and my take on it, if you listen to the lyric:
you were wet but you're getting dryer now, you used to speak the truth but now you're clever, you used to speak the truth but now you're liar.
To me, this meant you're naive but you're learning.
Looking at the other comments it's easy to see that people can relate with their own interpretation of the lyrics and sound of the Mondays,
