The "time for tea" aspect is because in places around the world, tea time is seen as a necessary part of every day, and she's comparing her revenge to this.

Also, syringes, amputation saws, and electroshock machines are found in hospitals, and I believe Emilie Autumn did time in an insane asylum or mental hospital, so the reference there is pretty clear.

Song Meaning

Maybe, but she personally uses tea as a way of calming herself. Like if things are stressful or if her mind gets stuck on something, she stops and drinks a cup of tea to break the chain. So I think this song is more about venting her frustrations and angers. Also serving as a warning that eventually she or another won't stop for tea and there will be hell to pay then.
