I think it's about taking risks whenever put into a difficult or tricky situation. He's found himself beneath the flight deck & he had to fly this plane. So he "puts his helmet on" & goes for it. He's saying to the other person (girl??) that it's up to her. She can stay behind if she wants, but he's gonna go &"fly". I think at the end of the song she joins him. "our flight of downy dreams preened out soft paper wings" - So, their dreams kept them going even through the hard times & whenever they came crashing down. And "the morning mad of sailors in the air keeping the midnight star held high" but means: If everybody takes that risk, makes that jump & follows their dream/goal, then life for everybody could be better & happier (..or something)
