I definitely think it has to do with him missing a girl from his old life, but probably because she is conservative and from the country and he has his city life now, which includes "flying on the ground" (aka LSD, etc.) and she cannot accept it. Neil Young, who I think wrote this, is from Manitoba, and there is a lot of country and very little city up there.
