Really, the song isn't that difficult to interpret; interpret the meaning in the perspective of a gunman with a lust to kill -- for whatever reason, it DOES NOT explain it, and Soundgarden was never really a political band (although there are a few political implications in a few songs).
The song is supposed to be a terrifying account of a shooting spree, and perhaps Soundgarden wanted to experiment with emotions like fear.
