Okay, so here's what I know...
The Ninth Ward was the segregated black neighborhood in New Orleans that had been forgotten or ignored by the white politicians in the area; it was also destroyed by Hurricane Katrina when the levees broke. Levees that the government knew were not up to par. Last I checked, many of the destroyed, poorer neighborhoods in New Orleans were being zoned to put in expensive condos and basically not let the traditionally black city return to its roots.

They neglected to build grocery stores, hospitals, or provide other necessary services (schools, police, hospitals), or access to employment, so the urban housing projects were quickly degraded to poverty and crime-laden neighborhoods. They've been that way for 50 years now.
