I don't think this song is for just one type of person i.e. close friend. I think it's for anyone, like a good friend, family member, boy/girlfriend, or even an ex-boy/girlfriend. It's basically saying that no matter what, I love you and I'm there for you whenever you need me. I don't care if you call me in the middle of the night, or if you live far away and need me to fly half way across the world to be with you. It doesn't matter.
Despite the innocence and vagueness of the lyrics, it's a great song :)
