For me it means the girl thinks he's not there for her and maybe she has been doubting him. But He tells her I've always been here, but I've been "carrying on", too, and living my life (not because I am leaving you but I just want you to calm down and figure out what you need to figure out, understand in your life / what's happening to you) but repeatedly tells her that he has always been on her side. :)
