To me this song is about depression and suicide. "Plastic bullets" are painkillers and sleeping pills in capsule-shape, which are shaped like bullets and also inflict harm like bullets. The narrator carried them with him in a ziploc bag for convenience. He is saying, when you find my body, please don't be angry what I've done. He is saying that he is sorry for dying and sorry for being a drug addict. Jumping off a bridge into a cold river is a way to commit suicide, but the analogy to being in a frozen river could also be metaphorical because the body gets cold after death. Devastating, sad song in light of the fact that The Mayan Factor's singer actually died due to an overdose on heroin. :( This is just my interpretation. I have no idea about the title, Hopi Elders, though.
