"Here's to" is repeated throughout the song, in the sense of recognizing or making a tribute.

The possibly rhetorical questions "Does anybody really know what's taking over?" and "Does anybody really know what's going on?" make reference to the general ignorance to the deeper issues affecting us all right now.

Los Angeles is called Lost Angeles because in some form, in some ways, LA has "lost its way." The song, however, has an optimistic overtone.

All of the things they are doing in Lost Angeles (moving around, breaking some ground, being lost and found) are positive actions.

Dante's verse asks "Remember the days when we used to try?", reflecting on the past. Liz's verse does the same with "all of the words that I don't regret", but also looks to the future with "all of the hell that I've yet to pay", in the sense of karma.

Lastly, "Here's to the break of the champagne glass, there goes the moment that never lasts" reminds us of the transient nature of all moments, beautiful or otherwise, so appreciate them.
