My best guess is that this is a song about introversion. From what we know about Andrew, he's not shy. He enjoys putting himself out in the world and being at the forefront of life. In this song he's speaking to someone else who isn't like that. Someone willing to hang out in the "background" away from the focus.
Andrew seeming doesn't understand that, and challenges the person. He tries to tell them life is short ("The end is in sight") and they should enjoy themselves.
Now I'm not sure what that person is waiting for or why Andrew is saying he's waiting for something, or what it has to do with ultraviolet light. But Andrew tells them he's waiting for them, which I assume he will either be there for support or he's waiting for them to come out of there shell to be with him romantically.
This really could in the end be a love song, where the narrator is pursuing a shy girl and he's trying to pull her out of her shell so he can be with her. If that's the case, it reminds me a little of "Let's Go On A Date."
