Mind you, a "newsgroup" is basically like a board where only ONE topic is discussed. A topic of interest. So you can imagine what ppl "cybering" are talking about.. Basically a sexual one on one chat. So sexual browser.. may actually be it.
Basically saying "I'M A SEXUAL BROWSER and am proud of it." Saying that he is interested in everything sexual/sexy and doesn't see the taboo in cybering or looking up sex on the internet.
