I have always wondered what this song is about. It seems strangely written in a way. Seems to me it's almost contradictory. But I think it's about an off again on again type of relationship. The highs/lows of life.

"wheels are muddy, leader won't draw, etc etc etc.. " I think the line come in when it's raining go out when it's gone means weather the storm of life to the best of your abilities and make hay when the sun shines.. IE trouble will come, trouble will pass. Just live your life to the fullest.
