It's not clear to me (at least) whose voice we're hearing (maybe several?). "Soul of a new machine" is presumably a reference to the book of the same name, which is about work for the love of work and so on. Or perhaps it's just a Pink Floyd reference?
But really it's about, well, loneliness and existence and purpose. And Tokyo. Maybe. And it's kind of depressing but so beautiful and fascinating all at the same time!
