Grace, on a recent VH1 Storytellers, tells the meaning behind this song. She said it started as a song she was just writing about loss, but halfway through it she realized she was writing about a friend of hers. Her touching description was that her friend was out of control and compared it to a balloon you would lose as a kid, where you try to go up on a step, or a ladder to try and catch it before it was lost. That's where the lyric "if I know you at all, I know you've gone too far" comes from.
This to me is about loss and taking that loss very hard, to the point where one can't "look at the stars" because it's too painful.
