To me the howling and chaos of instruments represents the moment he 'becomes a jackal'. I think the whole album is about the change of a person from when they are like the start of this song ( I've been in pieces) to becoming a ruthless person that doesn't care what people think.
There's more to it than that but thats the general idea in my opinion.
