This is the protagonist restarting a relationship he once had with a free spirit. He finds her on her suitcase, leaving her last relationship. He never changes because he never wanted her to leave in the first place. She goes back with him. The 2nd verse is about that relationship. The euphoria of the relationship is described, and he tries to convince her that the freedom she seeks is not worth it. In the end, she ends up leaving him again, hitting him like the southbound train she rides out of town yet again.

Sad, sad song. Nothing like losing someone you never had to begin with.
