I believe it's about spirits of people who have just died making their journey to the Other Side / Heaven. (they want to be certain / of a warm surrounding)
The lyrics says the are "as beautiful as nighttime birds", which means they aren't really birds. But they can fly with the wind, and very peacefully for what I can see, they are just following their own way ("Their ways are open / they spread as their wings).
