Bin Laden was killed May 2011, and the band recorded the album Feb-May 2011, which would have been the correct time frame for writing and adding this song to the album late in the process. Clearly, the narrator has a negative opinion of the subject he's referring to, and that subject is dead, thus I don't think it would be about troops leaving Iraq, which only happened just before the album came out. LOG has said they did not want to be political on Resolution, but that was before recording, and I think the news of Bin Laden's death changed things. Given their cynicism of the American government apropos the war on terror and their suspicion that the government never wanted to get Bin Laden, it would have been a very significant piece of happy news for them.
