I always thought it was about somebody's existence that simply broke down lies of a tyrannic government or something. Like the Hunger Games; Katniss' existence made her government angry and showed its true nature. She revealed the lies which were the "foundation" of the government's rule. The "black page" represents the Dark Days, Hunger Games and the War thereafter, and Panem was never the same again (and nothing seems, in life, in dreams, like what was meant to be)
