It really sounds like the story of someone who seems to have gotten themself into a fling (or almost-fling) with someone who is not available - or while they are not available. Knowing full well that this is not a safe or smart idea and if they got caught it would be disastrous. "Put your lips close to mine, as long as they don't touch" basically screams to me "it's not cheating if we don't really kiss".
