'cheating the sceme' refers to seeing through the illusion created by mainstream society.
'pictures moving and always the whirls' refers to how this insight was achieved- which was psychedelics.
also note with 'ice age shelter- it's me that's found.' - he has found the person he feels is is 'true self' rather than being cold (or totally removed ;) ) or 'trapped under ice'- the metallica song of that name is essentially the same song.

But clearly that opening line, ice age is here right in your town,’ sets it up that he is not literally talking about weather. He’s talking about coldness of spirit, lack of compassion, i think. Of course one of the great things about their lyrics is, they are texture for the music, and not totally clear in their meaning.
