I'm pretty sure it's "Sleep through the winter awake in spring" not "see through the wind to awakened stream". Great song in any case. To me the song seems to be about anhedonia, or the kind of depression that only allows you to feel sorry for yourself. "Eliminate what you can't repair" might be a suicide metaphor.
