The fool on the hill is a really inteligent person who does not care for what other people think about him, but it does not make him angry, he simply thinks ( and more than "think", he KNOWS the other people are the fools, who dont understand him. By being on a hill, it means that he is in a better position to see things like they really are, with no barriers in front of him. He, by simply being still, expresses a lot of things, but the other people, the real fools, dont understand him. He is also a person who does what he thinks is right, not what the others do, he does not copy other actios, he does his own actions.
