as for literal interpretation: about a rich, sheltered girl looking down from her high window to find a wretched little fellow who catches her eye. From talking to him to lying to her father for him, he strikes her as "quite amazing" ... I love the imagery. I don't think he's hallucinating from love though ... i think he's just mad.
as for what it really is about, I'm not sure, but probably very simply being "unwashed and somewhat slightly dazed"
