I've been listening to this song non stop for two days. I obviously can't say for certain but I'm pretty sure it's about heroin addiction. If you look at a syringe when the blood goes inside it clearly looks like red "Cherry waves." Once you grasp the concept of the song, the lyrics all make sense. He's basically saying if this woman he loves wants to succumb to addiction he'll "go down" ie..give in to his own addiction as well so they can be together. Very romantic and very powerful.
