To me this song is about a girl who is suffering from depression, which is the the metaphor for the 'cold, dark sea' and someone is trying to help them but they're are pushing them away, even though she really wants them to stay and help.
In the end she falls asleep, maybe into a deeper state of depression, and she can feel everyone watching her, especially those of the person who was trying to help her.
I agree to a certain level... To me, this definitely is about a person (guy or girl) who's trying to push people away, but in the end doesn't succeed. The person who wants to be there for her, still is. He/she falls asleep knowing that and (hopefully) feels comforted by it. It's far from easy falling asleep with a weight on your shoulders.
