Veuve Clicquot is really expensive brand of champagne and Jessica Rabbit is a voluptuous cartoon rabbit from the movie "Who Framed Roger Rabbit?" The "Promise I'll never see Arthur or Bobby, baby" lyric is another Marilyn Monroe reference. Bobby is probably referring to Bobby Kennedy and I think Arthur is referring to Marilyn's third husband, playwright Arthur Miller.

I think the whole song is about a relationship akin to Marilyn Monroe's supposed relationship with President John F. Kennedy; the guy in the song has all the power and she's fascinated by this and wants him to love her like a woman, not like a schoolgirl. She's trying to prove that she's a woman to I think both the listener and to the guy ("It's not puppy love; this is not a schoolgirl thing;" etc.).
